NACP holds the largest seminar on declaration for public officials

Around 16,000 civil servants took part in the seminar ‘Filling in e-declarations: innovations and tools for simplification’ organised by the National Agency on Corruption Prevention in cooperation with the National Agency of Ukraine on Civil Service and the Higher School of Public Administration.

During the training, which took place on 11 March, 20 days before the end of the 2024 declaration campaign, NACP representatives spoke about the most pressing issues of filling out electronic declarations, including innovations and tools that simplify the process.

"E-declaration is not just a legal requirement, but one of the key mechanisms for ensuring transparency and accountability of the authorities. As public officials, you play a central role in shaping public policy and have a special responsibility to society. It is the openness and integrity of officials that underpin public trust in state institutions,' said NACP Head Viktor Pavlushchyk, opening the seminar.

Nataliia Aliushyna, Head of the National Agency of Ukraine on Civil Service, noted that e-declaration is a component of a transparent, accountable and integrity civil service. Therefore, it was no accident that this topic was chosen for the outreach event, which is regularly organised by the National Agency of Ukraine on Civil Service and the High School of Public Administration.

"We submit completed declarations on time and thus demonstrate openness and responsibility to the society. But, in addition to honesty, it is also important to have the knowledge to ensure that the declarations are filed in accordance with the current legislation,’ she said.

NACP is actively improving the declaration process, making it as convenient and understandable as possible. For example, Iryna Tymchenko, Head of the Department of Education and Training Programmes, spoke about the algorithm for using the Data for Declaration and Auto-Fill Draft Declaration functions, which allow for automatic uploading of information, reducing the risk of technical errors and saving declarants' time, as well as additional information resources - the Knowledge Base, video instructions, and consultations - to help fill out the declaration quickly and accurately.

At the same time, the NACP retains an important control function, which is to verify the accuracy and completeness of the information provided in the declarations. The agency uses a selection process to select declarations to be verified, said Yulia Kulikova, head of the Department for Full Verification. In the process of verification, the NACP analyses various sources of information, including state registers and databases. This makes it possible to identify discrepancies between the declared income and the actual standard of living of the declarant. If the NACP confirms the facts of false declaration or concealment of information, it submits the materials to law enforcement agencies for further consideration. Thus, the effective work of the NACP and other anti-corruption infrastructure bodies ensures that violators of financial control requirements are punished inevitably.

‘This balance between supporting declarants and monitoring compliance with the law ensures a comprehensive approach to preventing corruption. It creates conditions for building public trust in the anti-corruption system and increases the level of responsibility of public officials to society,’ the NACP head emphasised.

Tetyana Zabuchynska, an expert from the Department of Educational Outreach and Training Programmes, told the participants how to declare certain assets and what are the peculiarities of declaring during the war.

The declaration campaign runs until 23:59 on 31 March. The NACP urges not to postpone filing the declaration until the last day.

We advise you to create a certificate ‘Data for the declaration’ right now to use the function of auto-completion of the draft declaration, as well as to communicate with the anti-corruption commissioner at your place of work.
