In 2024-2025, the National Agency on Corruption Prevention (NACP) launched full audits of 17 declarations of the Medical and Social Expert Commission employees, of which seven declarations were selected based on the results of a risk assessment using logical and arithmetic control and 10 based on reports. We completed audits of 11 declarations, which revealed signs of false information worth UAH 58.2 million and signs of illicit enrichment in one declaration worth UAH 16.4 million, and sent nine substantiated conclusions to law enforcement agencies.
In particular, the audits of declarations submitted by:
- the chief physician of the Khmelnytsky Regional Centre for Medical and Sanitary Expertise, who is a member of the Khmelnytsky Regional Council. The declarations for 2022-2023 revealed violations worth almost UAH 35 million, including signs of illicit enrichment in the amount of UAH 16.4 million and signs of declaring false information totalling UAH 18.3 million, and substantiated conclusions were sent to the National Anti-Corruption Bureau of Ukraine (NABU), which is conducting a pre-trial investigation. In the criminal proceedings, the official was served a notice of suspicion of committing offences under Articles 366-2 (knowingly false declaration) and 368-5 (illicit enrichment) of the Criminal Code of Ukraine (CCU);
- the acting head of the inter-district Sloboda medical and social examination of the municipal healthcare institution ‘Regional Centre for Medical and Social Expertise’, who in his declaration for 2023 indicated false information worth almost UAH 3.7 million, without specifying information about a number of non-residential premises owned by his wife, as well as income received by him in excess of UAH 3.6 million - allegedly for the treatment of his son. The materials of the full inspection were attached to the criminal proceedings, and the SBU served the official a notice of suspicion of committing an offence under Part 1 Art. 366-2 of the Criminal Code of Ukraine;
- the head of the inter-district specialised occupational pathological MSEC of the municipal institution of the Lviv Regional Council ‘Lviv Regional Centre for Medical and Social Expertise’. In her declaration for 2023, the declarant provided false information worth more than UAH 12.7 million, failing to specify real estate owned by her and her family members, and also provided false information about more than UAH 12 million. The National Police of Ukraine (NPU) initiated criminal proceedings under Part 2 of Article 366-2 of the Criminal Code of Ukraine;
- Acting Director of the Regional Clinical Centre for Medical and Social Expertise of the Dnipro Regional Council. In her declaration for 2023, the official provided false information worth more than UAH 2.5 million, failing to disclose information about her husband's real estate, her bank balances, and provided false information about the amount of cash. The audit revealed signs of an offence under Part 1 of Art. 366-2 of the Criminal Code of Ukraine. The substantiated conclusion was sent to the State Bureau of Investigation;
- the head of the inter-district MSEC No. 4 of the Cherkasy Regional Centre for Medical and Social Expertise of the Cherkasy Regional Council. In the declaration for 2023, the declarant provided false information worth more than UAH 325 thousand: false information about the cost of a Nissan Rogue, failed to provide information about the income received and bank account balances. The offence was established under Part 4 of Art. 172-6 of the Code of Administrative Offences. The NPU drew up an administrative report, and the materials were sent to court;
- a neurologist of the Ivano-Frankivsk Interdistrict Medical and Social Expertise. In her declaration for 2023, the declarant provided false information worth more than UAH 2.6 million, failing to indicate information about bank balances, as well as her financial obligation of almost UAH 2.6 million, which arose under a real estate sale and purchase agreement. The offence was established under Part 1 Article 366-2 of the Criminal Code of Ukraine. The substantiated conclusion was sent to the NPU;
- Head of the Specialised Trauma Medical and Social Expert Commission of the Ivano-Frankivsk Regional Bureau of Medical and Social Expertise. In his declaration for 2023, the official provided false information worth more than UAH 1 million, failing to indicate information about real estate and income received by him and his wife. The offence was established under Part 4 of Art. 172-6 of the Code of Administrative Offences. The substantiated conclusion was sent to the NPU.
As a reminder, in December 2024, the Verkhovna Rada of Ukraine adopted the Law on Reforming Medical and Social Expert Commissions (MSECs), which were replaced by expert teams to assess the daily functioning of a person. According to the Law, members of expert teams became declarants, i.e. persons subject to the Law of Ukraine ‘On Prevention of Corruption’. The NACP has prepared clarifications on the declaration of this category of officials.
Warning. In accordance with part one of Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime and shall not be subjected to criminal punishment until his or her guilt is proved in accordance with the law and established by a court verdict of guilty.
