Anti-corruption mainstreaming: Deputy Head of the NACP presents recommendations for preparing materials for the European Commission

Deputy Head of the National Agency on Corruption Prevention (NACP) Serhii Hupiak took part in two workshops on anti-corruption mainstreaming at the European HUB.

Anti-corruption mainstreaming is an integral part of the negotiation process on Ukraine's accession to the European Union. It aims to formulate and implement a systemic anti-corruption policy based on measurable data, and involves identifying the real state of corruption prevention, a thorough analysis of implemented and planned anti-corruption measures, identifying existing gaps in legislation and corruption risks in the areas covered by the negotiating chapters, and developing and implementing measures to minimise them.

‘The NACP participates in the activities of all working groups involved in the discussion of 36 negotiating chapters, providing coordinating methodological and review functions within the anti-corruption mainstreaming. These activities are closely linked to the development of the new Anti-Corruption Strategy and the State Anti-Corruption Programme, which are aimed at minimising corruption risks and practices in various areas. This is a prerequisite for Ukraine's successful European integration,’ said the NACP Deputy Head.

At the events, he presented the ‘Recommendations on Organising the Preparation of Anti-Corruption Mainstreaming Materials within the Bilateral Screening with the European Commission’ to representatives of state authorities, institutions and organisations involved in negotiations with the European Commission in the context of each section. This is a detailed step-by-step guide aimed at facilitating the preparation of materials for the European Commission.

The workshops were organised by the Office of the Vice Prime Minister for European and Euro-Atlantic Integration, the Government Office for Coordination of European Integration and the NACP with the support of the EU and EUACI.

Speakers included Mateo de Simone (EC), Clemens Mueller (EC), Alban Biossa (EUD), who presented the European approach to anti-corruption mainstreaming, and Dmytro Kotlyar (EUACI), who presented ‘Guidelines for preparing presentations within the framework of bilateral screening with the European Commission’.
